After a long struggle with 'ancient regime', liberals become main power in Russia in 2021, which gives them an opportunity to enact a fresh Constitution. The new law secures all the key human rights, including the right of peoples to self-determination. Some Russian republics decide to run referendums in order to clarify if they want to remain a part of the country or to secede. As a result some North Caucasian republics, such as Dagestan, Chechnya, Ingushetia and Kabardino-Balkaria, attain independence. During this Azerbaijan and Georgia make some trade agreements reducing a distance between each other.
Finally, in 2025 countries of the North Caucasian free-trade zone, formed by the liberated republics, together with Azerbaijan and Georgia create a new community called Caucasian Federation, while Armenia gets associated with the EU. Although the unity of the CF seems to be only nominal now, all the Federation members are dedicated to implementing the treaty clauses, which are merging legislative and administrative bodies of all the countries, establishing single market and monetary union, abolishing of the internal borders and so on.
